the president's program. in her statement today, she said, the choice has been forced on the people of oklahoma by the obama administration. it does not benefit oklahoma taxpayers to actively support a new program that will ultimately be under the control of the federal government. the governor announced that oklahoma will join seven other states in opting out of the medicaid expansion portion of the affordable care act set to begin in 2014. in june the supreme court ruled that the medicaid expansion should be an option, not a requirement, for states. nationwide would extend coverage to 17 million uninsured americans at little cost to the states. in fact for the first three years, they will cover 100% of the cost for new enrollees. joining me e is senior editor for the new republic. this is a great mystery to me, but why are republican states opting out of a federal tax break? >> well, you know, the critics of the affordable care act really wanted to take the law off the books all together. but they ended up one vote short in the supreme court and 60-something electoral votes on election day. s

to the default one? >> well, basically oklahoma said thanks but no thanks. we have a disagreement where the obama administration and the affordable healthcare act and in the state of oklahoma, they voted by a large margin, almost 65% we oppose many portions of the affordable health care act. it was put into our constitution and, of course, we've had a decision to make. we'd had a deadline in which we were to decide upon which course of the action we were going to take. we feel like if we would have set up a stated based exchange, it would have been a state based exchange in name only because i am hearing from other governors who have tried to set up a stated based exchange that have had them for couple years, that the administration is now saying that doesn't qualify for what we're looking for for state based ex change. we don't want to do the federal partnership either. we're going to default and say, you are forcing something upon the state of oklahoma that we did not support. we still do not support. as the federal law so we'll let the federal government do their thing. >> greta: what i don't

the seventh cavalry hit cheyenne chief black kennel camp on the river in present day oklahoma that daybreak november 27th, 1868, snow lay deep on the ground. and it was bitter cold. the indians were caught completely off guard. 103 were killed. then the troopers slaughtered 800 of the horses and burned the lodges, food, and supplies. sheraton's troopers pursue the cheyenne throughout the winter. the indians were pressed so hard they had lisle -- little time to hunt. they were kept on the move. they smashed the sewer plains indians. they were demonized in the eastern press for the ruthless tactics. but the western settlers held them as the saver yours. 1878, he was brought in again to help wage the pivotal campaign to force the northern plains indians. but the little big horn river in montana careless and overreached, thousands of northern plains indians pounced order hin him and the men and wiped them out. it was a shock to the nation. now even former critics of sheraton agreed. the indians must be suppressed at whatever cost. -- and burn the lodges. by summer 1877, nearly all the northern
